Measuring Engineering Staffing Partner Performance
A supplier can hit every headline metric on your scorecard while the roles that matter stay open.

Most staffing scorecards measure activity and cost because both are easy to extract from a system. Neither tells you whether the partner is capable of delivering the scarce roles your programme depends on, and optimising them can actively degrade that capability.

Segment the scorecard
Assessing a partner on aggregate performance across easy and hard roles hides the only thing you needed to know. Report separately on the scarce-discipline segment, where a 60 percent fill rate may represent excellent work, and the volume segment, where 95 percent is table stakes.
Add qualitative evidence the numbers cannot carry
- Did the partner tell you early when a role was unfillable as specified, or did they submit anyway?
- Did their qualification notes save the hiring manager time, or duplicate the resume?
- Did they bring market intelligence - rate movement, competitor activity - you did not already have?
- Did the engineers they placed still perform at six months?
Review quarterly with the hiring managers present
Supplier reviews run only between procurement and account management optimise commercial terms. Including the engineering hiring managers is what makes the review reflect delivery reality.
